So, it sounds like BT will finally be excused from its universal service obligations in the UK (BT to Get Universal Service Relief), rather than just resting on BT, this will now be a requirement shared across UK carriers. Stephen Carter’s ‘digital review’ hopes to have a knock on effect for Broadband in the UK, by extending basic service provision to include broadband - perhaps broadband for all (see ISPreview post).
